NOEMI targets India’s seaplane market

NOEMI Aerospace (NOEMI) has signed a memorandum of understanding (MoU) with Pawan Hans Ltd., one of India’s leading helicopter operators, to explore the introduction of electric amphibious aircraft for regional air transport across the country.

The agreement represents a significant step for NOEMI’s electric amphibious aircraft programme as the company seeks to expand its international commercial presence and tap into India’s growing seaplane market.

India is looking to develop domestic seaplane manufacturing alongside expanding operations. Civil Aviation Minister Ram Mohan Naidu Kinjarapu said the government’s ambition extends beyond operating seaplanes to building them in India under its Make in India initiative.

The Union Budget 2026 includes proposals to support the domestic manufacturing of seaplanes, as well as a viability gap funding (VGF) scheme aimed at supporting operations. Kinjarapu said combining international technology partnerships with Indian manufacturing capabilities could help meet local and regional demand.

India is positioning itself as a potentially significant market for seaplane operations. Under the government’s UDAN regional connectivity programme, plans are being developed for around 150 new seaplane routes, opening opportunities for aircraft manufacturers and operators targeting regional connectivity.
