NOEMI Aerospace (NOEMI) has signed an MoU with Philippine seaplane operator Horizon Sun Charters (HSC) covering three NOEMI amphibious aircraft, with options for two more.
The agreement marks NOEMI’s entry into the Philippine market and forms part of its expansion in Southeast Asia, which the company sees as a key growth region for seaplane operations.
HSC operates private seaplane services in Palawan, including connections to El Nido, Coron and other coastal and island destinations. The operator plans to use amphibious aircraft to improve direct access to resorts and remote locations, reducing reliance on road and ferry transfers.
Under the MoU, the companies will assess the technical, financial and regulatory requirements for introducing the aircraft in the Philippines, as well as potential routes and operational integration.
NOEMI is developing its amphibious aircraft for electric or hybrid-electric propulsion, targeting direct connections between cities, airports, coastal communities and resorts without requiring conventional airport infrastructure at both ends.
“The geography of the Philippines makes a very strong case for seaplanes,” said NOEMI founder and CEO Eric Lithun. “This agreement strengthens our position in Southeast Asia and provides further confirmation of the commercial potential for electric amphibious aviation in the region.”
NOEMI sees the Philippines, with more than 7,600 islands, as particularly suited to amphibious operations. The company points to established seaplane markets such as the Maldives as evidence of the potential for similar services to support tourism and connectivity across Southeast Asian archipelagos.
