Elfly Group (Elfy), the developer of the all-electric amphibious aircraft NOEMI, has signed a memorandum of understanding (MoU) with UrbanLink, a US-based zero-emission mobility company backed by airline entrepreneur Ed Wegel. The agreement marks a significant step forward for both companies in advancing sustainable regional transport solutions.
The MoU includes a ten plus ten soft order for the NOEMI electric amphibious seaplane, representing a potential order value of approximately US$200 million. While non-binding, the agreement reflects strong commercial interest in NOEMI and underlines growing confidence in electric regional aviation as a viable and scalable market.
UrbanLink is developing an integrated zero-emission mobility network spanning air, sea and ground transport. Its initial focus is on hub cities such as Miami, Los Angeles and San Juan, locations well suited to innovative transport solutions that can efficiently connect coastal and island communities. NOEMI’s amphibious capability and electric propulsion align closely with UrbanLink’s ambition to offer seamless, clean and connected regional mobility.
The partnership brings together Elfly’s aircraft development expertise and UrbanLink’s vision for end-to-end sustainable travel. NOEMI is designed to operate from both conventional runways and water, allowing access to coastlines, rivers, lakes and harbours. These “natural runways”, which cover a significant proportion of the planet, enable new route networks with minimal infrastructure investment, while delivering quieter, cleaner and more efficient operations than conventional aircraft.
Elfly’s leadership views UrbanLink as a strategically aligned partner, representing the type of forward-looking operator needed to accelerate adoption of electric aviation. The agreement comes as Elfly moves into full-scale prototype development of NOEMI, signalling a transition from concept to execution. Florida has been identified as an ideal early market, given its extensive coastline, waterways and island geography, which together provide an optimal environment for electric seaplane operations.
With this latest MoU, Elfly has now secured soft orders for more than 70 NOEMI aircraft across five continents. This growing international interest reinforces NOEMI’s position in the emerging electric regional aviation sector and highlights the increasing momentum behind zero-emission solutions for short-haul and regional connectivity. Together, Elfly and UrbanLink aim to play a leading role in shaping a cleaner, more flexible future for regional transport.
